Are subdirectory links not supposed to go to the actual subdirectory as they would on a normal website?  When clicking on a subdirectory hyperlink, in most cases, I appear to be redirected to the top of Forum Home which, as usual, entails scrolling to get back to the subdirectory posts I was viewing.

That is, in this directory listing: Inner Circle Member Forum >> Inner Circle Special Forums >> Live Meetups , if I click on Inner Circle Special Forums, I would logically expect to go to the Forum Home page but with my cursor set at the section for those actual Inner Circle Special Forums.
or
For example, in this directory listing: Inner Circle Member Forum >> Suggestion Box >> Return to Old UIC Forum Login at Top of Every Page , if I click on  Suggestion Box, it again redirects me to the TOP of the Forum Home page instead of to the actual Suggestion Box threads.

This necessitates an anchor link tag or a link target being REQUIRED coding protocol for EVERY subdirectory link and would be supremely helpful for every instruction section of the Undoctored Protocols or Advanced Topics, as well as every reference subsection. Is there someone who makes these website design rules for creation of any webpages? It really would be helpful if these targets could be added. I presume that would entail, at the least, adding 28 targets into the 28 subdirectory titles...copy and paste? It would be equally beneficial if at least the SIBO treatment section of the SIBO protocol could be targeted as well since many people are referred there as well.
